CONTEXT

Floods in the Eastern Nile basins have significant impacts on livelihoods and economies in the region. The Eastern Nile Flood Preparedness and Early Warning (FPEW) Project Phase I, taken up under the first, joint and cooperative investment project of the Eastern Nile Subsidiary Action Program (ENSAP), the Integrated Development of the Eastern Nile (IDEN) Project, therefore aimed at reducing human suffering caused by frequent flooding, while preserving environmental benefits of floods.

CONTEXT

Given negligible flood storage in the region (except for Aswan Dam) and low capacity for national and regional flood management, the countries in the Eastern Nile region are vulnerable to floods. Potential climate changes may also impact the frequency and scale of future flooding in the Eastern Nile.

INTRODUCTION

Floods in the Eastern Nile region have significant impacts on livelihoods and economies in the region. The region experienced severe floods in 1878, 1946, and 1988. The 1988 flood is still vivid in the memories of many people to the extent that it has become the benchmark for comparing flood levels and severity. In the last two decades, Sudan for example has suffered from major floods in 1994, 1996, 1998, 1999, and 2002 and 2006.

INTRODUCTION

Environmental degradation, ranging from soil erosion and desertification to loss of habitats and biodiversity, is a key threat to livelihoods in the Eastern Nile Basin. Projects and studies to address these issues must, however, maintain a holistic and consistent focus on these issues (and their related social impacts) in analysis, planning and intervention implementation, in keeping with the best of global good practice.
